Blue White Fluorescent Diamonds D E F color explained
How Fluorescence can influence color
The mysterious Blue White Colored Diamonds, Registered Brand Name, explained:
Blue-White, Strong blue fluorescence does not affect the diamond in a negative fashion  
and quite often it will enhance the appearance of a diamond.

Diamond dealers used the term "blue-white" to refer to  
colorless Exceptional White D,E and Rare White + F diamonds with rare strong blue fluorescence.

The term actually became a status symbol amongst the public and to this  
day Experts will ask for a blue-white diamond, the rarest color.

Rule 28 of the US Federal Trade Commission's Trade Practice Rules for the Jewelry Industry addresses this issue:
Rule 28 Misuse of the term "Blue White":
"It is an unfair trade practice to use the term "blue-white," or any other  
term, expression, or representation of similar import, as descriptive of  
any diamond which under normal, north daylight or its equivalent, shows  
any color or any trace of any color other than blue or bluish."
In other words, only a diamond with strong blue fluorescence can be represented as Blue-White Diamonds.

Fluorescence
What is fluorescence?
The energy difference between the absorbed light and emitted light.
No fluorescence = absorbed light is equal to emitted light
If emitted light is stronger than the absorbed light the diamond is called fluorescent.
You will find fluorescence in following grading: NIL or NONE (no fluorescence) faint, slight, strong and Blue-White.

When diamonds are strong fluorescent it can, but not always(!) quote the color to a lower quality in facts of lower Color and Clarity when they turn into milky clarity or yellowish color.
D - E - F colors with strong fluorescence who do not turn into milky clarity or yellowish color are exceptional and therefor very rare, accentuating the brightness!

If the diamond has a high color the fluorescence can affect, but not always(!) the brightness going to turbid the diamond like turbid, milky water.
If the diamond is of a lower Color, slightly tinted White, the fluorescence can enhance the Color to White. (maximum medium fluorescence) Than it is a positive fact.
Some laboratories do classify colors like this:
